During its work session on Tuesday at 3:00 pm (Room 201-Council Chambers), Council will reconsider the Parks Bond that was deferred due to the COVID pandemic. Staff will present several bond packages at varying funding levels and associated tax rate increases. The complete agenda material for this item can be found here. Council will also review the City’s current sidewalk petition program. In particular, staff will review a recent equity analysis showing disparities in the sidewalk petition program between low-income, black and hispanic and white, higher-income communities across the City. The agenda packet for this item can be found here. After the work session, Council will conduct public hearings that were deferred from the May 3 Council meeting due to COVID protocols. Council will conduct a public hearing for the “Missing Middle 2.0” text change (TC-20-21). This text change expands on an earlier change called “Missing Middle 1.0” (TC-5-20). Specifically, TC-20-21 builds on recently adopted amendments to the City’s Unified Development Ordinance (TC-5-21). This text change will create more flexibility in the UDO to allow smaller lots and denser development near high frequency transit routes. Here is a link to the agenda package. The last item scheduled for public hearing relates to the “Missing Middle 2.0” text change (TC-15-21) because it is a Comprehensive Plan Amendment (CP-15-21) that designates specific areas within the City as “Frequent Transit Areas” because they are or will be within ½ mile of a Bus Rapid Transit Route (“BRT”) or within ¼ of a mile of a bus route.
